The distance across states affects how fast troops may get to their location. Keep in mind that your alliance's name, tag, and motto will play an important role in attracting the players that you need in your alliance. For example, if your headquarters is below level 8, you will have to spend 400 biocaps to form an alliance, and for a headquarter above level 9, you can create an alliance for free. Anyone can create an alliance, but there is a requirement to create one.
